Local Rules

Members are expected to be familiar with the Rules of Golf. These are available from the Admin Office, or the Pro. They also can be found on the R&A and USGA Websites. Note that the Rules of Golf have been amended, effective 1/1/2004. The following Local Rules apply -

Out Of Bounds (Rule 27-1)

Defined by white stakes and/or white lines, beyond all perimeter fences, and the Panaga Club building

Internal Out of Bounds:

  • 3rd fairway on the left
  • The fence to the left of the 1st fairway. We may wish to move the OB markers to the outside of the fence, so that the fence becomes an immovable obstruction.
  • 18th fairway on the right

Note:

When playing the 1st, the white stakes defining the OB between the 1st and 18th are immovable obstructions.

When playing the 7th, the white stakes defining the OB between the 7th and 3rd are immovable obstructions.

Water Hazards (Rule 26-1)

Water Hazards are defined by YELLOW stakes and/or lines and Lateral Water Hazards are defined by RED stakes and/or lines.

Embedded Ball (Rule 25-2)

Through the green, a ball embedded in its own pitch mark in the ground other than sand, may be lifted, cleaned and dropped without penalty, as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.

Immovable Obstruction (Rule 24-2)

  • Wooden and concrete bridges, steps, pipelines, sprinkler head/valves, and drainage manhole covers
  • Lighting and electrical posts
  • Artificially surfaced roads and paths (see below)
  • Safety fences, shelters and halfway house, except those fences which are outside the course
  • Young trees as marked by BLUE stakes
  • Marker posts for water hazards

Movable Obstruction (Rule 24-1)

Stones in bunkers

Integral Part Of The Course

All flower beds and tree basins

The road across hole nos. 7, 12 and 15

Ground Under Repair (Rule no. 25-1)

Any area encircled by white lines and any area of damaged ground caused by vehicle movement

Edging Groove On Putting Green

If a ball lies on an edging groove around a putting green, the player may, without penalty, lift, clean and place the ball out of the groove in the nearest position to where it lay, whether on or off the putting green, not nearer to the hole. No relief for stance.

Ball Dropping Zone

If a player deems his ball to be unplayable under Rule 28, and there is a dropping zone, he shall drop in the Dropping Zone provided.

Suspension of Play

Suspend play - Intermittent short blast of siren

Abandon play - Long continuous blast of siren

Resume play - Three continuous blast of siren

Penalty for Breach of Local Rule

Match Play – Loss of Hole

Stroke Play – Two Strokes
