Panaga Club & KBBC - Room & Equipment Hire

BEAMER &/OR LAPTOP
1. The equipment is restricted for use within the Clubhouse areas but not at Beach Shelter.
2. Only Panaga Club Nominated Personnel are authorised to install/operate/dismantle the equipment.
3. No equipment hire fee.
4. Overtime fee - Should Panaga Club Nominated Personnel works after working hours or Saturday or Sunday, an overtime of $15 per hour will be charged for member’s/Section’s/BSP’s/Company’s account except for Section official event.
5. For event during working days, the overtime includes waiting time i.e. if event finishes after 16:00 hrs the overtime will be calculated from 4 pm until the event finishes plus 15 minutes dismantle time.
6. For event on Saturday or Sunday – an overtime of no less than two hours for installation and dismantle will be charged which excludes waiting time if necessary.
BEACH SHELTER

Bouncers must not be erected on the Beach Shelter ground, grass areas or dyke but may be situated on the beach frontage at organiser’s risk. Supplier must provide own generators and use of Panaga Club electricity is not permitted.

1) MEMBER

A) For Non-Exclusive booking:
a) A maximum of 20 adult members only.
b) Members may bring their own food & drinks. However it is at the caterer's discretion whether the bar is opened.

B) For Exclusive bookings:

i) For small gathering or birthday party for children aged below 14 years old.
a) A maximum of 50 adult members only.
b) A hire fee of $50.
c) To waive the hire fee, a catering order (food only) for $50 above is required.
d) Drinks must be obtained from Panaga Club.
e) Members may bring their own food.

ii) For big gathering such as birthday party for children aged above 14 years old or Brunei Shell JV Contractor Company function.
a) A minimum of 50 adult members.
b) A hire fee of $150.
c) Foods/Drinks must be catered from Panaga Club.

2) SECTION
No hire fee.

3) BRUNEI SHELL JV / CONTRACTOR
A hire fee of $150. Food and drinks must be catered from Panaga Club.

A hire fee of $300 including Annex Room. The $300 charge consists of:
a) $50 fixed fee,
b) $150 room rental, and
c) $100 equipment rental.
Any part of the charges can be waived in writing by the Management Committee, in advance.

MAIN HALL
(Ground Floor)

TERATAI RESTAURANT &/OR BALCONY

Restaurant style arrangement only. Less movement on furniture allowed.

$50 for the hire of maintenance PA system only for lunch or dinner.

2) SECTION
a) A hire fee of $50 except for Jam Factory Section’s function.
b) Members and registered guests only. Non-members can only enter as guests i.e. together with a member.
c) There will be a strict “no ticket-no entry” rule. Tickets will not be sold at the door.

3) BRUNEI SHELL JV / CONTRACTOR
A hire fee of $200.

BAND REHEARSAL OR PRACTICE
a) A hire fee of $45 per session.
b) No microphone will be provided during band practice.
c) At least one representative of the group must demonstrate competence in use of the equipment.
d) A charge of $10 per day will apply for failure to return the Jam Factory as arranged.
BAND OR DISCO EQUIPMENT
a) A hire fee of $115 including set up which is compulsory to be done or supervised by Panaga Club employee.
b) A deposit fee of $300 for equipment damage and $100 for cable damage.
c) The hirer is responsible to arrange transport for equipment transfer – big vehicle such as van and at least three strong adult to carry.
d) Overtime fee: $15 per hour for standby on site in case of equipment faulty.
e) $100 per day will be charged for equipment not returned the following day.
f) The hirer shall be charged for the replacement of the equipment if it is confiscated by any of the local authority during the use outside Jam Factory.
JUNGLE HOUSE

• No shoes allowed inside
• No glass items allowed to used inside for safety reason
• No furniture allowed in the main room except on the back balcony

c) Youth Club Room (15 persons) $100

 Must get prior approval from Youth Club Committee.
 Responsibility for the well being of all equipment in the Youth Club room remains with the hiring parent.
 Should any items be damaged, the cost will be passed onto the said parent.

KBBC

Situated 13 km south of Panaga, on the outskirts of Kuala Belait township, on the North bank of the Belait River

a) Vehicle access is only permitted for unloading/loading. No vehicles are to be parked in the KBBC compound at any time. No vehicles are to drive on the wooden section of the boat ramp due to safety issues.
b) A list of all invitees to be provided to security guard at the gate to check entry to the Boat Club area.
c) Bouncer – To be erected on Bouncer Area Only (see floor plan layout). It is the rganizer’s responsibility to liaise/check with the bouncer supplier on electrical safety of their blowers and extension leads.
CLUBHOUSE

e) If any children act in any way that may be dangerous to others will be asked to leave the pool.

a) The closing time of the MPH is 21:00 hrs.
b) No food and drinks are to be consumed in the hall but only allowed on MPH balcony.
c) Anyone entering the hall must wear appropriate sport shoes and clothing. Dirty and inappropriate shoes that may spoil the wooden floor will not be allowed.
d) For private function and practice excluding tournament, to meet 80/20 membership ratio or otherwise to apply Day Pass of $5 for any non members participating or attending.

PITCH OR PADANG & SPORTS PAVILION

The fee covers:
• Exclusive provision of the respective sports field (for a whole, or any part of a day)

A hire fee of $15 (with or without floodlights) per day but excluding preparation and clearing days. The hire fee will only apply if the pitch is marked.

2) NON AFFILIATED SPORTS DIVISION SECTIONS INCLUDING MEMBER, BRUNEI SHELL JV/CONTRACTOR
A hire fee of $50 (without floodlights) OR $100 (with floodlights) per day but excluding preparation and clearing days.

Floodlights - The MPH Sports Warden is responsible to switch on before dark and Security Guard to switch off after Clubhouse closure.

 

PANAGA CLUB & KBBC – ROOM & EQUIPMENT HIRE GENERAL GUIDELINES

1. For use of Panaga Club and KBBC amenities, the organizer must fill in and submit appropriate forms to Administration Office (Tel: 337 2234) no less than two weeks prior to the event.

2. The requester is a member of the Panaga Club.

3. Catering – Food and drinks must be catered from Panaga Club or KBBC. No external/outside catering shall be used on Club premises without prior MCM approval.

4. No alcoholic beverages and pork or non-halal meat to be brought in and consumed within the Club premises.

5. It is the organiser’s sole responsibility to ensure everyone involved is aware and properly briefed on BSP’s safety requirements during preparation, setting up or clearing up before, during or after the event. The Club is not liable for any incidents or accidents that may occur before, during or after the event.

6. There is a charge of $2 for function which requires Police permission.

7. No tickets shall be sold for the event.

8. Non members
a. For Section event only - All events with tickets (published in Club newsletter) must pay $5 extra (to be included in the non-members ticket price).
b. To apply Day Pass of $5 for any non-members participating or attending Section or private evening, practice, presentation, performance, etc.
c. Guests (accompanied by a member) are allowed to have lunch or dinner at the Club without having to pay Day Pass. Guests must sign their names at the security guard and members are responsible for the conduct of their guest.
e. Non members are allowed in the Club, e.g.
* Sport events, tournament, and competitions.
* Non-members performing for members such as performer or presentator.
(The non-members are limited only to an area they are participating and names must be submitted to Club Secretary for security guard at least a week before the event).

9. Brunei Shell JV Co or Contractor (To be booked by Club Member Only) function – solely for the benefits of the Company and BS JV Co employees e.g. Presentation, Away-Day, Briefing, Workshop, Meeting, Course, AGM, Emblem Party, Farewell Party, Gathering excluding lunch, dinner or snack & drink.
Any BSP sponsored lunch/dinner/other only - Please fill in the "Authorisation for Company Sponsored Lunch/Dinner/Others" form and obtain authorisation prior to your planned use of the facility. If you do not obtain authorisation in advance, you can still use the facility but you will be charged personally for the expenditure incurred. You can settle these charges with the Company through the Company expense claim procedure.

10. Exclusive reservation for a private function at Panaga Club and KBBC e.g. birthday, wedding, anniversary, graduation, etc - Once a month and prior approval from Management Committee or KBBC Commodore for KBBC.

11. Section’s function – To publish at least two weeks in the newsletter.

12. For use of amenity beyond 22:30 hrs for Panaga Club excluding Multi Purpose Hall (MPH), 21:00 hrs for MPH or 22:00 hrs for KBBC, a written time extension request must be submitted to the Club Manager for approval no less than two weeks in advance.

13. Overtime/Service Charge
a. Should staff work after working hours/off days or additional staff (Housekeeping, Maintenance, etc) be required, an overtime of $15 per hour per staff will be charged for member's/section's account except for section official event which is opened to members and published at least two weeks in Club newsletter.
b. Service charge:
i) Panaga Club Caterer - $10 per hour per staff on duty after 22:30 hrs.
ii) KBBC - $40 per hour for 5 staff on duty after 22:00 hrs or at least $128 up to 01:00 hrs OR $30 service charge for event before 10:00hrs.

14. Additional security guard(s) will be required for member's/section's account for large function ie 100 persons or more.

15. Camp services party loan
a. A hire fee of $25 (excluding transportation charge) for member's/section's account. For BSP member’s account there is no transportation charge incurred.
b. The transportation charge is $70 per hour and the total hours to be charged is about 8 hours i.e. 4 hours delivery or collection (loading/unloading).
c. The members or requesting section is responsible to make themselves or nominated person available during the delivery and collection of the loan item as to check/verify the quantity. Any loss or damage will be charged to member's/section's account.

16. There is a charge of $50 per unit for the first four days for the hire of stage block outside Club premises and thereafter $25 per unit per day. Organiser to arrange own transportation & ensure that the stage block is covered or in covered area at all times. The organiser shall be liable to be charged for any damage or loss.

17. Golf spiked shoes and stiletto style high heel shoes, are not to be worn in area's where there is parquet wooden flooring such as Teratai Restaurant, Main Hall, Pelangi Room, etc.. Any decorations need prior approval from the Club Secretary. No decorations to be placed on the wall. No nails, thumbtacks, hooks, etc are to be screwed into the wall of ceiling except for those already in place and also no sticking tape, which will peel off the paint or vanish. No additional constructions are to be built in the hall or connected to the existing walls etc. THE USER IS RESPONSIBLE TO CLEAR UP AFTER THE FUNCTION (REMOVE ALL SET-UP MATERIALS), Panaga Club will clean after the function (wash and polish floors etc.).

18. There are claims for damage caused during hire etc.

19. Prior approval should be obtained from the Permanent Secretary of the Ministry of Home Affairs via Kuala Belait District Office for any collection for public purposes, which includes charitable including fund raising, stating fully the purpose of the contributions or subscriptions and any other necessary particulars and information.

COMMERCIAL GUIDELINES (7TH AMENDMENT) – APRIL 2006

1a) Club members are not allowed to charge money for their services or to sell goods for personal profit to other members of the Club using the premises or equipment of the Club. Any exception to this rule must be approved, at least one month in advance, by the Management Committee (Rule 5.4.b). When allowed to do so, these members shall pay a fixed fee of B$50 to the Club and 5 percent of their sales to the sponsoring/organising Division.

1b) Goods or exhibits and services shall be the member’s own original work.

1c) Where the work or service is not the member’s own original work, Clause 4, 5 and 6 shall apply.

1d) To waive the fixed fee of B$50 to the Club, the following shall apply:
i) Section gathering only
ii) Quarterly Event
iii) Open to section members only
iv) Combined takings of less than B$500. If more, then the fixed fee of B$50 charge shall be shared proportionally amongst stall holders.

1e) For Section’s organised event which is opened to both members and third party traders, the Section shall pay a fixed charge of $300 per room to the Club and 5 percent of sales to the organising Division or Section.

2) Third party traders will be allowed to sell goods using Club premises or equipment only after obtaining written approval one (1) month in advance from the Management Committee.

3) The number of third party traders as a ratio of Section (member) traders must not exceed 20/80.

4) All third party traders shall pay a fixed charge of $300 to the Club and 5 percent of sales to the sponsoring/organising Division or Section. The $300 charge consists of:
a. B$50 fixed fee,
b. B$150 room rental, and
c. B$100 equipment rental.
Any part of the charges can be waived in writing by the Management Committee, in advance.

5. All third party traders must provide proof of a valid commercial Brunei business licence and provide their own insurances. The Club shall not be held liable for loss or damage of third party stock.

6. The Club will supply display facilities for the third party trader (see 4 (c)).

7. All transactions at the Club are normally by chit or coupon. This can be proposed to be waived by the Section Committee or Division Member, and must be approved by the Club Treasurer as they deem appropriate, to allow cash, credit card and cheque purchases. The Panaga Club takes no responsibility for any cash, credit card or cheque transactions done on their premises.

An accurate list of all sales shall be submitted to the Panaga Club Accountant for processing payments to the exhibitor/traders, less the 5% commission charge.

8. Any sponsorship money must be received by cheque (with sponsor's address overleaf) and paid into the relevant Section or Division account held at the Club accounts office. An official receipt will be provided by the accounts office and sent direct to the sponsor.

Where sponsorship concerns Division committee having to buy prizes for sports' competitions and the amount is greater than B$5,000;

(a) at least 2 quotations are to be obtained for the prizes sought and approval obtained before any commitment;
(b) the Division Committee is required to invite the sponsor(s) to present the prizes. Where the sponsor(s) is not available during the prize presentation, the Division captain/chairman (or his nominated committee) shall present the prizes on behalf of the sponsor.
